Increase in public purchasing

Public purchases of goods and services amounted to about NOK 330 billion in 2007, an increase of NOK 15.7 billion, or 5 per cent, compared to 2006. Public purchases amounted to 14.5 per cent of gross domestic product.

The general government proportion of all public purchases was 76 per cent, while the remaining 24 per cent were purchases made by public unincorporated enterprises.

General government increase of 8.4 per cent

The purchases made by general government units amounted to NOK 251.6 billion in 2007, an increase of 19.5 billion, or 8.4 per cent, compared to the previous year. Both central government and local government contributed to the increase in total purchases for general government.

The central government purchases increased by NOK 8.2 billion, while the municipalities and the county municipalities purchases increased by NOK 9.6 billion and NOK 1.7 billion respectively.

Decrease in public enterprises

Total purchases made by public unincorporated enterprises amounted to NOK 78.2 billion in 2007,a decrease of NOK 3.9 billion, or 4.7 per cent, compared to 2006. The decrease was mainly caused by a NOK 8.3 billion decline in the oil sector. The significant decrease in the gross capital formation in the oil sector was about NOK 15 billion.

For the municipal and the county municipal quasi corporations as well as the central government enterprises excluding the oil sector, total purchases increased by some NOK 4.2 billion in 2007.

What is public purchasing?

Public purchasing covers expenditure on goods and services and on gross fixed capital formation in central and local government, and similar purchases undertaken by central government and municipal quasi corporations. The figures for 2006 and 2007 are preliminary.
