Public purchases totalled NOK 380 billion

Public purchases of goods and services amounted to about NOK 380 billion in 2010. This is an increase of about NOK 10 billion, or 2.8 per cent, compared to 2009. Public purchases amounted to some 15.1 per cent of the gross domestic product.

The general government public purchases increased by some NOK 5.5 billion, while the public unincorporated enterprises’ purchases increased by about NOK 5.1 billion compared to the previous year.

The general government proportion of all public purchases was around 80 per cent of all public sector purchases for 2010. The purchases made by the central government were approximately NOK 159 billion during the year. The central government health enterprises, the universities and colleges, the Defence affairs and services, the Norwegian Public Roads Administration and the Norwegian Rail Administration were among the major contributors. The purchases made by the local government in 2010 were about NOK 144 billion. This was an increase of more than 50 per cent since 2006. This is a result of the significant increase in the gross capital formation. Coupled with the reforms made in the national roads administration, the counties assume more responsibilities from the central government. As a result, the local government made more purchases in the form of maintenance and investment. For more of these go to KOSTRA .

On the increase

The purchases made by general government units amounted to NOK 77.3 billion in 2010. This is an increase of NOK 5.3 billion, or 6.9 per cent, compared to the previous year. The main reason was the increase in the purchases made by the oil sector by about NOK 6.2 billion from 2009.

The purchases made by the local government enterprises decreased by some NOK 1.4 billion to NOK 9.1 billion in 2010.

What is public purchasing?

Public purchasing covers expenditure on goods and services and on gross fixed capital formation in central and local government, and similar purchases undertaken by central government and municipal quasi corporations. Purchases made by public corporations are excluded in the statistics.

Reclassification

Statsbygg and Forsvarsbygg are reclassified from the central government business units to the central government. While Statsbygg is excluded from the business units with effect from 2003, Forsvarsbygg is with effect from 2004. Some 170 municipal enterprises were reclassified from local government enterprises to local government. These are dated back to 2006.
