Increased expenses to Norwegian forces abroad

The Norwegian Armed Forces show stable wage costs and costs of goods and services from 2005 to 2008. Additional costs to the forces abroad, however, increased by 59 per cent in the same period. Statistics Norway now includes the Norwegian Armed Forces as a new area in StatRes, and publishes defence statistics for the first time.

The Norwegian Armed Forces’ compensation of employees and use of goods and services (own production) were relatively stable in the period. Investments, however, varied a lot, with a total increase of 26 per cent from 2005 to 2008. In addition, employment varied in the period, with a decrease in man-years in 2005. From November 2005 to November 2008, the Norwegian Armed Forces had a total increase of approximately 1 000 man-years. In 2008, the Norwegian Armed Forces included almost 16 500 man-years, excluding the compulsory military service.

By division, additional expenses to the Norwegian forces abroad showed the largest increase - 59 per cent from 2005 to 2008. These additional costs made up more than 4 per cent of the total costs in the Norwegian Armed Forces. The remaining costs to the forces abroad are integrated in the other divisions.

Some of the activity indicators showed a total increase from 2005 to 2008, but had a drop from 2006 to 2008. The Norwegian Armed Forces recently restructured their organisation. Statistics Norway will cooperate with the Ministry of Defence and The Norwegian Armed Forces to further develop the activity indicators in StatRes.

The Norwegian Armed Forces and StatRes

The Norwegian Armed Forces is an agency within the Ministry of Defence. The Norwegian Armed Forces consists mainly of the Defence Staff, the Armed Forces Operational Headquarters, the Norwegian Army, the Royal Norwegian Navy, the Royal Norwegian Air Force, the Home Guard and the Norwegian Defence Logistics Organisation. Norway’s defence organisation is an instrument for the achievement of the national security policy objectives.

 

The object of StatRes is to present statistics on central government input and the results of this input in terms of activities, services and outcome. The Norwegian Armed Forces is included in StatRes from 2010, including indicators from 2005 to 2008 (indicators for the Home Guard from 2006 to 2008). Input indicators measured in NOK are based on the central government’s fiscal account. Input indicators measured in man-years are based on Statistics Norway’s register-based employment statistics.
