6,000 fewer social assistance recipients

The number of persons receiving social assistance (welfare) in Norway declined from around 166,500 in 1994 to 160,400 in 1995. Despite the decline, total expenditure in constant prices nonetheless increased by just over one per cent during the same period.

There are no registered changes in the length of time clients receive social assistance, but annual social assistance benefits per client increased by just under five per cent. This explains why social assistance expenditure increased although the number of clients dropped.
