It always starts with the statistics variable which is the main value counted in the table.

Covers hospitals owned by the government and private hospitals financed by the government on a regular basis. Psyciatric wards are excluded. Public hospitals are hospitals owned by the Government, or private hospitals which are included in the public health services and regularly financed by the Government. Private commercial hospitals are not included.
