The indicator shows the share of newly moved-in households allocated a dwelling without means testing (for example municipal employees who have been given a service dwelling), as a percentage of all newly moved-in households allocated a dwelling during the year. The term newly moved-in households is used for the allocation of a dwelling to households that did not live in a municipal dwelling at the time of application, as distinct from households that changed municipal dwelling during the year or had the tenancy agreement extended in their current municipal dwelling.
