Full-time equivalents per user of care services

Numerator: Contractual hours full-time equivalents (FTEs) in care services, performed by personnel in user-oriented occupations. This includes temporary staff, leaves of absence, and sick leave, but excludes overtime work. Most FTEs are associated with municipal organizations; however, the variable also includes FTEs from private providers that offer care services to the public sector or the private market. The FTEs are linked to the following KOSTRA accounting functions: "234 Activation of elderly and disabled", "253 (Nursing and care services in institutions), "257 Home services – personnel base linked to housing communities/co-located care homes", and "258 Home services – ambulatory services and more. Data source: a-ordningen, collected in the third week of November. Denominator: Users of care services, associated with KOSTRA accounting functions "253 Nursing and care services in institutions", "257 Home services – personnel base linked to housing communities/co-located care homes", and "258 Home services – ambulatory services and more". The number of users is calculated as the number of available places in institutions (nursing homes, residential homes, respite homes, and child care homes, adjusted for inter-municipal purchases and sales of services), plus the number of users of home services as of December 31 in the reporting year, excluding users of rehabilitation services outside of institutions. Data sources: Institutional capacity data comes from KOSTRA form 5 Health and care institutions. Data on users of home services is drawn from the Norwegian Municipal Patient and User Register (KPR) from 2018 onward, and from the Individual-based Care and Social Services Statistics (IPLOS) for years up to and including 2017.
