More jobs in child welfare service


At the end of 1997, the number of jobs in the municipal child welfare service was up two per cent compared to the year before. A modest increase in the number of employees per 1,000 children under 18 years of age was also noted. However, there are still large differences in staffing from county to county.

The number of vacant positions fell to their lowest level in five years last year. The 85 unfilled positions at the end of 1997, calculated here as full-time positions, now account for three per cent of all positions in the municipal child welfare service.

County differences

Calculated in full-time positions, altogether 2,443 positions were filled at the end of 1997. This is 58 more than the year before. The changes from year to year could be caused by uncertainties related to the registration of man-years because the distinction between the child welfare service, social services and other municipal services is not always clear.

Most staff in Oslo

Looking at the number of employees in the child welfare service in relation to the number of children under 18, we see that the national average in 1997 was 24 compared to 23 man-years per 10,000 children the year before. The child welfare service in Oslo, which has the largest staff, had 38 employees per 10,000 children last year. In comparison, Sogn og Fjordane and More og Romsdal had only 17 employees for the same number of children.

Nord-Trøndelag, Oppland, Akershus and Nordland also had few employees in proportion to the number of children. However, the three counties with the lowest staffing all saw an increase in the number of positions in relation to the child population in 1997. In Finnmark, the number of employees increased from 23 to 27 per 10,000 children in the past year. Few changes were otherwise seen.
