Institutions for substance abuse:

Oslo tops treatment days statistics

Last year, counties in Norway used 731,000 treatment days in institutions for alcoholics and drug addicts. Oslo claimed one-third of the total number of treatment days, with 653 days per 1,000 inhabitants aged 18 and older. This is two and a half times as many as Vestfold County, which had the second highest number of treatment days.

A total of 120 institutions for alcoholics and drug addicts were registered last year. As of 1 February 1996 these institutions had a total of 2,575 treatment places. The number of residents on that same date was 2,114. This means that about eight out of 10 places were in use. Based on the use of treatment days, it is estimated that the average daily occupancy in 1995 was around 2,000 residents. The comparative figures for 1 February last year were 121 institutions with 2,652 places occupied by 2,103 residents.

Men accounted last year for three out of four residents of substance abuse institutions. Women residents were both fewer in number and younger than the men undergoing treatment. One-fifth of the women were under 25, against one out of 10 men.

One out of four residents in institutions on 1 February 1996 had been hospitalized for more than one year. Four out of 10 had been hospitalized less than three months.

Personnel and costs

A total of 2,199 man-years were registered last year. Of the personnel with health care and social services training, nurses and social workers made up most of the man-years, accounting respectively for 12 and eight per cent of the total input. One-third of the man-year input was performed by unskilled workers.
