Increasing costs in primary and lower secondary schools

In 2003, the average cost per pupil in public primary and lower secondary schools (excluding Oslo) amounted to NOK 63 000. Compared with 2002, this is an increase of more than NOK 4 000.

Of total costs per pupil in primary and lower secondary schools, 80 per cent were spent on teaching and 20 per cent on buildings and transport. Payroll expenses amounted to 78 per cent of the total costs in primary and lower secondary schools.

In recent years, the number of pupils in primary and lower secondary schools has risen while the number of man-years has fallen. In 2003, the average number of pupils per man-year worked was 11.3, including both teaching staff and teacher assistants.

130 000 children in day-care facilities for school children

As at 1 October 2003, 132 000 children attended public or private day-care facilities for schoolchildren. The majority of the children were aged 6-9, and spent more than 15 hours a week in the day-care facility. Day-care facilities are financed partly by state and municipal subsidies and partly by parents.
