Compared to the 3rd quarter of 2013, the repair and maintenance costs increased by 3.8 per cent, while labour costs increased by 3.3 per cent during the same period. Labour costs are the main component of the overall index and constitute 56 per cent of the total costs.

The sub-indices for capital costs made the largest contribution to the fall in the overall index from the previous quarter. The capital cost index decreased by 3.7 per cent. From Q3 2013 to Q3 2014, capital costs decreased by 13.6 per cent. The change in capital costs is mainly due to changes in interest rates. Interest rates are based on 10-year bonds from the Central Bank, which are adjusted for inflation by CPI-ATE (CPI adjusted for tax changes and excluding energy products).
