Expect improved services with new ICT systems

More than 90 per cent of enterprises expect increasing quality of services by means of new ICT systems. Despite the fact that almost all enterprises use virus protection software and firewalls, 36 per cent of the enterprises have experienced virus attacks, which have led to loss of data or working hours during the last year.

In this survey public administration are defined as enterprises within state- and social administration, state business management, lenders of the state, state enterprises (owned 100 per cent by the state) and the Bank of Norway. 614 enterprises are covered by this definition and all of them received a questionnaire. Among these 545 or 88,8 per cent answered. The differences are large among these enterprises when it comes to the possibility to make own decisions on ICT. A department or a state enterprise with own management and 500 employees has other qualifications to answer the survey than a local unity that are part of a department. 204 enterprises stated that they do not make own decisions at the areas that are part of this survey. These enterprises have only answered a preliminary questionnaire while the other 341 has answered the whole questionnaire. The results that are repeated in this statistics include the 341 enterprises that make their own decisions on the areas included in the survey.

Strategy

In 2005 48 per cent of the enterprises stated that they had an ICT-strategy that was updated during the last two years. Among these enterprises, 98 per cent stated that ICT security was part of the strategy. Electronic services were part of the strategy among 88 per cent of the enterprises. In addition the enterprises were asked about on which areas they expected to realise the profit of introducing new ICT systems. 94 per cent stated that they expected increased quality on services and 54 per cent expected that it would be possible to transfer resources from administration to services. Further on, 28 per cent stated that they expected reduction in manning.

ICT-security

About 44 per cent of the enterprises had experienced collapse in the connection to the Internet or other networks during the last year. Further on 36 per cent stated that they had experienced virus attack, worms or similar problems that had resulted in loss of data or working hours. Improper use of IT by economic means, as swindle or manipulation of data had occurred by 2 per cent of the enterprises.

Security efforts bounded to ICT are highly preferred. Most widespread are subscriptions to virus protection software and firewalls that are in use by 99 and 66 per cent of the enterprises respectively. Intrusion detection software was less widespread and was utilized by 65 per cent of the enterprises. This is software that is used to uncover and alert about unwanted data transportation. Generally there was a greater part of enterprises that had implemented different security efforts in 2005 than the year before.
