Focus on electronic services and ICT security
A majority of government enterprises offer some basic electronic services on the Internet, while more advanced services are less common. However, many enterprises have prioritised Internet services in their budget for next year. ICT security also seems to be in focus as 46 per cent of the enterprises say that a larger part of the budget is allocated to this area.
In this survey, public administration is defined as enterprises in state and social administration, state business management, lending institutions owned by the state, wholly owned state enterprises and the Norwegian central bank, Norges Bank. Questionnaires have been sent to the 720 enterprises covered by this definition, and 674 or 93.6 per cent returned the questionnaire. There are great differences when it comes to the possibility to make own decisions regarding ICT. Ministries or state enterprises with own management and 500 employees are in a different position than local units that are part of a larger enterprise. 298 enterprises said that they are not in a position to make own decisions in the areas that are part of this survey. These enterprises have only answered an introductory question while the other 376 have answered the questionnaire in full. Electronic services
Electronic services are defined as services that are available on an enterprise website or via a link to an external website. Downloading services or the possibility to order written material such as brochures and forms were the most common services in 2004, as 66 and 63 per cent of the enterprises offered these services. Access to data on individuals/enterprises in administrative systems was offered by 38 per cent, while 31 per cent offered self-services with electronic response from the enterprise. Electronic payment (e.g. via credit card) was less common and only offered by 5 per cent of the enterprises.
ICT security
The enterprises were asked about organisational conditions and specific systems in use to secure their ICT systems. 77 per cent said that responsibility for ICT security was dedicated to one person, and 80 per cent of these reported to top management. Furthermore, 40 per cent of the enterprises stated that they had an IT preparedness plan in place and that this plan had been updated during the last two years. When it comes to the use of different systems, 98 per cent stated that they have anti-virus software and 95 per cent were using firewalls. Software that detect/alert unwanted traffic (intrusion detection) were used by 57 per cent of the enterprises.Tables:
