The statistics includes alle persons wich has a right and/or a duty to Norwegian for adult immigrants who has participated in Norwegian during the year. The statistics also includes asylum seekers wich lives in special asylum houses. In 2011 there was 4 100 asylum seekers and in 2010 there was 5 000 asylum seekers in the statistics for Norwegian for adult immigrants. Statistics Norway do not have the national official identity number for the asylum seekers, therefore there is a quite large group with missing background informations in the statistics.
