A general compensation arrangement for value added tax was introduced on 1 January 2004. This may lead to a break in the times series from 2003 to 2004 for a number of accounting categories. The arrangement could also lead to a decline in total net operating expenditure, net operating expenditure in the various service areas, total adjusted gross operating expenditure, adjusted gross operating expenditure in the various service areas and gross operating expenditure in the various service areas or an increase in gross operating revenues in the various service areas. Fra og med regnskapsåret 2014 føres MVA-kompensasjon for investeringer i investeringsregnskapet og ikke i driftsregnskapet, slik det ble i perioden 2004-2013.

Net operating expenditures, social services per capita 20-66 years

Funksjon 273 Kommunale sysselsettingstiltak ble tatt ut fra sosialtjenestens beregninger i 2003 (det utarbeides egne nøkkeltall hvor funksjon 273 er inkludert). Funksjon 285 Tjenester utenfor ordinært kommunalt ansvarsområde ble også tatt ut fra sosialtjeneste området fra og med rapporteringsåret 2003. Disse endringene kan medføre avvik i tidsserien for sosialtjenesten. Fra 2005 er Introduksjonsordningen (funksjon 275) skilt ut på eget faktaark.

Antall mottakere per kommune kan ikke summeres direkte opp til et landsstall. Dette skyldes at enkelte mottakere i løpet av året har mottatt stønad i mer enn en kommune. Ved direkte å legge sammen mottakere fra alle kommuner vil disse personene telle med flere ganger. Gjennomsnitt for fylke, region og land viser derfor antall sosialhjelpstilfeller og ikke antall sosialhjelpsmottakere. Mottakere: én person = en mottaker Tilfeller: én person = flere tilfeller
