The Prosecution Authority investigates criminal offences and decides whether or not to initiate an indictment, and may also settle cases by dismissal, transferring cases to the Norwegian Mediation Service, dropping the charges (with or without conditions) or issuing ticket fines. For minor traffic and duty offences, the police and customs authority may issue on-the-spot fines.
