3-year moving average: A 3-year moving average means that statistics for 2016 are an average of data for the three years 2014-16, for 2015 the statistics are an average of 2013-15 etc. Since renewal of the pipeline system varies considerably from one year to another, this gives a more comparable figure than when only considering data for one particular year.
