Man-year is the total number of full-time employees and part-time employees converted to full-time employees. Absence and deputyships are not excluded.
"Users" is the sum of users of home-based services and the numer of beds in institutions for the aged and disabled.
Break in time-series. Until 2002 the number of man-years was collected by use of questionnaires. From 2003 the figures are collected from administrative registers. Figures from 2003 and later are therefore not directly compareable with figures from preceeding years.
Statistics Norway has regarded the real growth from 2004 to 2005 to be some lower than 3 000; between 1 600 and 2 200 man-years, due to quality improvements in municipal reports.
Doctor certified sickness absence and maternity leave included, self reported sickness absence excluded.
