StatRes Central government performance

An information source for state activities

StatRes is a system for development and dissemination of statistics on central government. Its aim is to provide the general public and the authorities with more knowledge of state-run activities. StatRes is an abbreviation for state resource use and results.

More immigrants in central government

The share of immigrants in central government increased from 8.1 per cent of the man-years in 2009 to 8.4 per cent in 2010. This corresponds to nearly 950 more man-years.

Norwegian Food Safety Authority

Most inspections related to food

In 2010, the Norwegian Food Safety Authority conducted 32 570 inspections in selected areas for plants, land animals, fish, drinking water and food. Over half of these inspections were carried out in relation to food.

Specialist helath service

Fluctuations in specialist health service

Operating costs in the specialist health service reached NOK 94 billion and man-years totalled 98 000. The costs decreased because of an accountancy adjustment due to the pension reform.

Police and prosecution

More man-years and higher costs

In the police and prosecution authority, a total of 13 493 man-years were carried out in 2010; 1.7 per cent more than the previous year. The total expenses were 8.5 per cent higher in 2010 than in 2009, which is mainly due to higher wage costs.

The Correctional Service

Higher costs and more activity in prisons

The number of man-years in the Norwegian Correctional Services in 2010 was 4 390; almost 6 per cent more than the year before. The new prison in Halden was the main contributor to the increase in costs, but the level of activity in the Norwegian Correctional Services is also strongly impacted by the increased use of custody and electronic monitoring.

The Norwegian National Rail Administration

A tripling of investments

The total investments of the Norwegian National Rail Administration constituted almost NOK 5.5 billion in 2010. This is an increase of 190 per cent compared to 2008 and 16 per cent from 2009.

The Norwegian Public Roads Administration

Increased activity and less fatalities

The Norwegian Public Roads Administration’s total expenditure came to NOK 21.5 billion in 2010.

The Norwegian Labour and Welfare Service

More than 7 per cent increase in retirement pension payments

Statistics on the Norwegian Labour and Welfare Administration (NAV) show that the expenditure on pension benefits increased by more than NOK 8 billion last year, to NOK 121 billion in 2010. From 2006, the expenditure on pension benefits increased by 33.5 per cent.

The Norwegian Tax Administration

9 out of 10 inheritance tax cases processed within six months

The Tax Administration processed 90 per cent of inheritance and gift cases in 2010 within six months. Total inheritance tax on inheritance and gifts amounted to NOK 2.2 billion and 44 594 cases were handled.

The Courts and other Dispute Resolution Bodies

More cases processed

The indicators for the dispute resolution bodies in 2010 show higher costs, but around the same man-years as in 2009. They also show that the courts processed more cases, and that the processing time is longer for more types of cases in the district courts and appeal courts than in 2009.

Universities and Colleges

More completed 60-credit points

Students at state-owned universities and colleges produced credit points corresponding to 131 000 full-time students during the 2009/10 academic year; about 7 000 more than the previous academic year. One year of full-time study equals 60 credit points.

Immigration regulation

Costs of refugee reception centre places triple

The total expenditure of the Norwegian Directorate of Immigration (UDI) and Norwegian Immigration Appeals Board (UNE) has increased substantially in recent years. Seventy per cent of the expenditure in 2011 related to the purchase of residence places; three times as much as in 2007.

National child welfare

Large increase in the use of foster homes

From 2009 to 2010, the use of national supported foster homes increased by 16 per cent. During this period, the total number of children registered in the national Child Welfare Service saw a rise of 7 per cent, and reached a total of 5 700 children in 2010.

Norwegian Customs and Excise

High inspection frequency in Norwegian Customs and Excise

In 2010, the activity in the Norwegian economy went up. This leads to an increase in the workload for the Norwegian Customs and Excise. The agency conducted more inspections than previous years and the percentage of hits has remained at a stable level.

The Norwegian Armed Force

Conscripts represent only one out of five man-years

Only 20 per cent of the Norwegian Armed Forces’ contracted man-years were carried out by conscripts. The remaining man-years were performed by officers, assorted professionals or civilian employees.

Waste

1 per cent of Norway's waste amount

The Central government disposed of 89 200 tonnes of waste in 2008. Half of this arose from health and social activities. On average, each employee contributed 395 kg of waste in 2008. The service industries generated twice as much waste per employee than the Central government.

Energy use - Statres

Highest energy use in hospital buildings

In 2008, average energy use in a sample of buildings within the Central government was 268 kWh/m². Hospital buildings used 304 kWh/m² and had the highest energy use per square metre, while the average energy use in Central government office buildings was 207 kWh/m².
