Increase in new dispensations for motor traffic

Norwegian municipalities granted 12 202 new dispensations for motor traffic on uncultivated areas and watercourses in 2015. In addition, 13 164 dispensations from previous years were still valid. That gives 25 366 valid dispensations in total, which is a 4 per cent reduction from 2014.

Motor traffic on uncultivated areas and watercourses is forbidden in principle. Under the Motor Traffic and Environment Act, local government authorities may grant dispensations from this rule and allow motor traffic for certain purposes. No data on actual traffic are available, but KOSTRA provides information on dispensations granted by local government authorities.

Norwegian municipalities granted 12 202 new dispensations in 2015, a 7 per cent increase from 2014. The number of valid dispensations given in previous years was reduced by 1 800 because the dispensation period expired. In total, there were 25 366 valid dispensations in 2015, 4 per cent less than the previous year. The share of granted applications increased from 96 per cent in 2014 to 97 per cent in 2015.

Increased energy consumption in municipal buildings

Energy used for heating and lighting in municipal buildings increased by 2.1 per cent from 2014 to 2015 in the municipalities that reported in both 2014 and 2015. The electricity consumption, which amounted to 82 per cent of the energy use, was at the same level as in 2014. On the other hand, the use of bioenergy rose 88 per cent, and the oil consumption rose 15 per cent. Bioenergy and heating oil only amounted to 3 and 1.8 per cent of the total energy use respectively in 2015. District heating increased by 4 per cent in 2015, thereby amounting to 12.3 per cent of the reported energy use.

Cultural heritage still predominant in local conservation

The Planning and Building Act enables the municipalities to protect areas of importance for nature, landscape and cultural heritage. Around 4 770 local development plans contained area protections in 2015. Nearly 3 749 plans had areas for cultural heritage, while nature values were protected in 528 plans. Landscape features were protected in 493 plans. Around 337 new development plans containing areas for protection were adopted in 2015.
