Definition Utility floor space refers to the area within the surrounding walls of the dwelling. All types of rooms, including storage rooms, are included. Areas of bed-sitters and small flats that are rented out, rooms that can only be accessed by leaving the dwelling and lofts that are accessed by ladder only, are not included.
