1  Salangen municipality cancelled its direct election of chairman, who was in stead elected by the council. Skånland municipality had a direct election of chairman, but experienced an equality of votes. The election was done by the council. Vågan mucipality likewise had a direct election, but the demand for 50 per cent electoral participation was not reached. The election was done by the council.
